Like, could and dinosaur or ancient creature be able to have sex and successfully fertilize any other species? Could some raptors or other small dinosaurs have similar enough DNA for that?

Species translation: Seal-like
Range: start of the late Cretaceous
Family: Spinosauridae
Subfamily: spinocetidae
Spinocetus is a genus of basal Spinocetid from the late Cretaceous period. This animal is the direct ansestor to all Spinocetids. The Spinocetus is an alternate timeline if Spinosaurus
(or sigilmassasaurus if it's valid) was able to evolve into a fully Semi-aqautic animal, the Spinocetus would of spent the majority of its life in fresh water rivers and streams, using it's webbed feet and hands to swim. The Spinocetus is a transitional species of sorts, later and more derived Spinocetids would of have fins and would of able to live in salt water environments. Although that wouldn't happen until after the K-PG mass extinction. Spinocetus would only go on land to lay eggs and to breed in the shallow waters but after being more of an aquatic lifestyle, the Spinocetids would of evolved live birth.
