How is homalocephale valid but dracorex isn't. Didn't they find fossils of Prenocephale juveniles with an already domed skull? why can't the same be for pachycephalosaurus?

Opening Paleo Exhibit: Prenocephale

Prenocephale was a genus of Pachycephalosaurid Dinosaur from Late Cretaceous Asia 83.6 million years ago during the Maastrichtian age. It was discovered in the Nemegt Formation, Gobi Desert, Mongolia and was named & described in 1974 and was named Prenocephale prenes, the generic name means "Sloping Head" as a reference to the shape of its head.

Prenocephale was a herbivore but some say it was an omnivore, it had a dome on its head probably used for headbutt or protection.

Prenocephale could grow up to 2.4 m long and around a meter tall, it weighed up to 130 Kg.

It was thought that Dracorex was a juvenile Pachycephalosaurus because it had a flat dome, since then it was thought that all flat domed Pachycephalosaurs were juveniles, Homalocephale was one these. It was thought to have been a juvenile Prenocephale but after studies of more Prenocephale specimens(including juveniles) it's suggested that both are distinct.
