So he's weak!!" he's narratively above the entire Sorna island, being called the king of Sorna, king of dinosaurs before Spino arrived, was even called his rival in the JWTG, and was even stated that Spino had to beat Bull in order to become the new king. Not to mention he can visibly ragdoll around an 8-9 tonne Spino with no difficulty. Bull would've won since he was suffering from poor digestion, poor timing due to eating a Para carcass before the fight (Spino's narrative and statements all get debunked by this).
Bull's size was retconed and now he is 12 m long, 8 tons and 5 m tall, far bigger and bulkier than Jack, Jack cannot even do anything to Bull and will get speed blitzed as Bull is stated to be faster than all previous Rexes, alongside being more energetic which means he's more explosive, and explosiveness = speed.

Funny that you mention JWTG, because JWTG states that the second biggest threat on Sorna was the Ceratosaurus and not Bull, in spite of the Ceratosaurus not doing anything in the movie, which would mean Bull really fricking sucks.
In Dominion, Rexy, who as far as I'm concerned is still the biggest Rex in the franchise, is stated to weight 7 tonnes and I'd much rather trust something that's actually said on screen in one of the movies over a random statement from a bonus DVD feature and I'm willing to bank on the possibility that Glen McIntosh, given his background in paleontology was just giving information about the real anima and not the specific one seen on screen. Even if he was, that statement is contradicted later by a movie, which as a source of information about the franchise should take priority.
"He's narratively above all Sorna" the thing he is narratively is a punching bag to hype up the new cooler dinosaur.
Meanwhile Jack is actually treated seriously within his narrative, being the big threat. One of them is a punching bag character, the other is an actual threat, that puts them in completely different weight classes.

Let's not forgot the real Tyrannosaurus rex, having the strongest bite force of any terrestrial animal can literally turn bone into dust.

Why does that matter? Bull gave Spino deep wounds on his neck which also made Spino roar in agony. The wounds were deep as the blood spilled from Spino's neck was a deep shade of red, which indicates a deep wound. T-Rex cannot one-shit anything immediatly, hell it needs 3-4 bites to finish off an Edmontosaurus. This same Spino/Asset 87 can tear up a 6 ton plane cabin with ease, smash steel fences and Bull gave him a very proper fight due to the fact the script for JP3 said Spino struggled to regain his balance.
It doesn't matter what the script says, if in the actual movie he gets folded within 30 seconds, it was an extremely one sided battle.
Again, Bull is narratively a punching bag.

Watch the fight with eyes open. Spino barely landed ANY hit in the fight (Except biting him on the tail and that's it) and Bull was treating him like a punching bag. Spino's grip was stated to be nearly impossible to get out, which was Spino's only win condition in the battle. Bull was also weakened as he ate before the battle, eating b4 fighting can cause discomfort, poor digestion and poor timing. Spino only got lucky and would've gotten destroyed if Bull properly digested his food b4 the fight.

Bull rams Spino, then gets a bite to the neck which Spino shrugs off. Once Spino gets a hold of Bull he instantly snaps his neck and ends the fight.
