Better question, do all modern large predatory reptiles occasionaly form gangs? If yes, theropods likely did aswell, but if not, i'd assume only certain species would.
Probably not regularly, but theropods that lived with hard-to-hunt animals like sauropods, ceratopsians, or ankylosaurs would probably form temporary groups.
Just going to put it out there that Carcharodontosaurus, Ceratosaurus, Giganotosaurus, and Sinraptor were all less intelligent than an American crocodile and yet still probably formed groups to take down sauropods.
