I am not quite sure, it goes both ways, it would make sense if they had lips, to keep their teeth wet, but if they lived in water they wouldn't need lips, I think the jury is still out on this one.

The idea they don't have lips is both due to their similarity to crocodiles and their affinity for staying near the water. The running correlation for it is that since they spend so much time near the water that the need to keep lips moist is left up to the water they hang around.

Every toothed terrestrial animal had lips of some capacity. Even fully aquatic animals descended from terrestrial ones retain them (whales and sea snakes for instance), and given their lineage from lipped megalosauroids, it wouldn't be unrealistic to think they had lips as well. It wouldn't really get in the way of their feeding practices all too much. Not to mention crocs regrow their teeth even if they do dry out, while spinosaurs don't have that luxury. Lips wouldn't have a reason to be selected against in nature.

So TL;DR is that while we don't have direct proof, everything points to them having lips imo. As for any other exceptions to the lipped dinosaur rule is of course birds and their basal compatriots, which have no need for lips thanks to them beaks.

I believe it is most likely they still mostly had lips, crocs are EXTREMELY specialized, especially their their jaws, while most other semi aquatic animals still have their lips, including some lizards such as water monitors or marine iguanas. Similairly, most semi aquatic mammals have lips, with the only exception that i know of being a specific species of river dolphin (note, a single species, other ones i believe do have normal lips). If you're really so desperate to have them lipless, then maybe something like the Spino in the bottom drawing could work, but even that could vary, certain genera could have such configuration but it's more likely IMO that most, if not all Spinosaurids had full lips like the one at the top. (This is also why i dislike PK's Spino, or atleast some of it's skins, it's WAY TOO croc like, and unlike in smth like JP, there's no argument for gene splicing to save it)

Also a little paleo meme I noticed is that it's easier to draw lips than teeth so some paleo-artists just draw lips because they don't feel like drawing all the teeth.

^Oh yeah definetely, especially on paper. It may be somewhat easier digitally, but it's still easier to just forgo them entirely.

I think I will agree with Rogeriforloki that it's the most ideal to assume they have lips. Even completely aquatic creatures like dolphins or whales have lips, and damn, even some marine reptiles like Mosasaurs were depicted in medias widely considered accurate with lips. They all maintain lips from terrestrial ancestors, so same thing might apply to barely semi-aquatic Spinosaurids whose ancestors are Megalosaurids.

All dinosaurs probably had lips.
