No way to know for certain, but even animals with no vocal cords can hiss, so I have little doubt they could at least hiss. It's not too hard for an animal like a raptor to do imo

A mammalian growl seems less likely, but reptiles are known to make similar sounds, just not anything I'd call a growl per so

Definitely hissed, all living Archosaurs can hiss. It’s entirely possible they growled, although I believe they sounded like eagles and gulls (but that’s just me).
