I don't think so. They were related to elephants or manatees.

The Taxonomy of Desmostylians is disputed, they're either Afrotheres related to Elephants. Sea Cows, and Hyraxes. Either that, or they're Ungulates related to Rhinos, Tapirs, and Horses.
