No, the first remains were discovered in Oklahoma. ( and it was discovered in Texas too. )
Capitalosaurus was found in Washington DC and is a dubious genus most associate the remains with acrocanthosaurus it used be lumped with dryptosaurus but got moved into acrocanthosaurus after further investigation
It seems to resemble Allo & Acro at the same time just by lookin at it.

I love this dinosaur! As for classification, I think Dinosaur Facts and Figures: The Theropods classifies it as a megaraptoran.
