He is able to freeze people with the force move called force freeze. He could probably just freeze the Rugops and then, cut its head off a minute later or tame it (unless he's not cruel, then I guess he will tame it, but, he'll most likely cut its head off after freezing the Rugops). The only weakness is that he was butchered horribly during The rise of Skywalker and that's pretty much his only weakness and Star Wars: The rise of Skywalker was dogshit.
